
Welcome and opening of the General Assembly at 9:35 hours by the President José María Cabezudo.
Presentation of the agenda:
1. Report about the activities since the last congress.
2. Welcome and ratification of the new members: the polish and hungarian federation of alumni/ae, the lithuanian had been become a member in Barcelona, this has to be ratified by the General Assembly.
3. Financial report of the Treasurer
4. Election of the president and the three vice-presidents according to the following procedure:
- Presentation of the candidates to the participants
- Election
Establishment of the names of the members having a voting right. (the president, in his absence a representative with a written voting mandate.)
Report about the activities since the last Congress by José María Cabezudo:
Meetings were regularly held in Vienna, Paris, Barcelona, Berlin, Vilnius, Rome and Gdynia.
- Vienna (March 2002): Analyse of the results of the Malta Congress
- Paris (October 2002): Election of the new Bureau of the Confederation, and approval of the candidature of Bernard Thompson as president of the World Union. Election of the european delegates at the World Union. Presence of representatives of Lithuania.
- Barcelona (April 2003): presentation and approval of the working program of the Confederation until the next Congress in 2005. The lithuanian federation joins the european confederation.
- Berlin (November 2003): decision is taken to organise the next Congress in Lisbon in July 2005. Presence of polish representatives.
- Vilnius (March 2004): First meeting of the Confederation in an eastern country. Presentation of the Lisbon Congress.
- Rome (October 2004): 50th anniversary of the Confederation. Presence of hungarian representatives.
- Gdynia (March 2005): First meeting of the Confederation in Poland. Approval of the membership of the federation of Poland.
Ratification by the General Assembly of the membership of the lithuanian and polish federation. The hungarian adhesion has been postponed do to the absence of hungarian representatives. This ratification has been carried unanimously by acclamation of the assembly.
Financial report of the treasurer Gianpaolo Marini: The accountancy is correct, all membership fees have been paid, except for Portugal; the federation is exempted as organizer of the present congress.

Election of a new Bureau in a two-step procedure:
According to the statutes 1 president and 2 vice-presidents.
The present bureau numbers 1 president and 3 vice-presidents, Ignacio Menéndez Fernández having been nominated as 3rd vice-president by José María Cabezudo.
The majority of the assembly is in favour of the election of a 3rd vice-president, one of them has to be under 40 years old.
Discussion about the date of the renewal of the mandates: at the next meeting in Brussel, in March or at the end of October (as the election of the present Bureau took place in Paris on October 19/20 2002). Result: 7 votes to 1 in favour of end of October.
The new bureau will take up its new duties at the end of October 2005 and will prepare the new meeting of March 2006 in Brussels.
